FTHRA's Impact in the Community

Strengthening Northeast Tennessee

At the First Tennessee Human Resource Agency (FTHRA), our mission is simple: improve lives and strengthen communities across Northeast Tennessee.

Every day, our programs help older adults remain independent, connect individuals with transportation, support families facing food insecurity, prepare older workers for employment, mentor children, and provide pathways toward recovery and stability.

Behind every number is a person, a family, or a community whose life has been positively impacted.

NET Trans

Connecting People to Opportunity

Transportation is often the key to accessing healthcare, employment, education, and essential services.

2025 Impact

  • 139,433 passenger trips provided
  • Nearly 3 million miles driven
  • Expanded service with two new NET Trans Connect zones
  • Added 26 new ADA-accessible vehicles

Meals on Wheels

Fighting Hunger and Isolation

Meals on Wheels provides more than nutritious meals—it delivers wellness checks, companionship, and peace of mind.

2025 Impact

  • 299,341 meals served
  • 607 volunteers dedicated their time
  • More than $816,000 in volunteer value contributed
  • 95% client satisfaction rate

Summer Food Service Program

Because Hunger Doesn't End When School Ends

The Summer Food Service Program helps ensure children continue receiving nutritious meals when school is out.

  • 15,330 meals provided to children
  • Expanded access across multiple rural communities

Foster Grandparent Program

Sharing Wisdom. Inspiring Futures.

Foster Grandparents provide mentorship, encouragement, and support to children throughout the region.

Alternative Community Corrections Program

Recovery, Accountability, and Second Chances

ACCP helps participants build healthier, more stable futures through treatment, supervision, and support.

Misdemeanor Probation Program

Helping Individuals Move Forward

Through accountability, supervision, and access to resources, participants can successfully complete court requirements and make positive life changes.

Adult Day Services

Supporting Independence and Quality of Life

Adult Day Services provides meaningful activities, health support, and social engagement for older adults and individuals with disabilities.

Senior Community Service Employment Program

Building Skills. Creating Opportunities.

SCSEP helps older adults gain valuable work experience while serving local nonprofit organizations.

Personal Support Services

Helping Vulnerable Adults Remain at Home

PSS provides critical in-home support that helps vulnerable adults maintain their independence and safety.
